The odd-job man had connivingly been taking advantage of the naivety of young girls ever since he was 17 when he was waiting to enlist into National Service. Calling himself “Kai” he would message them privately on Instagram and after a bout of chatter, he would insidiously steer the conversation to perhaps his penultimate topic: sex. As he and his victim became increasingly well-acquainted, he would request for nude photos, he himself reciprocating.
In one case, Goh took advantage of a 12-year-old girl by touching her private parts and making her perform a sex act on him after taking her to his Hougang flat. Notably, the girl had just completed her Primary School Leaving Examinations when Goh approached her to be his girlfriend, a move clearly laced with deceitful intent. Even when the girl, uncomfortable with the disparity between their age, attempted to leave him, he threatened her with exposure of their acts to her school.
Goh has also committed sexual offences against at least 8 other girls, and his heinous crimes only came to light when a teacher heard that he was harassing her students, and filed a police report.
Deputy Public Prosecutor Ng Yiwen has slammed Goh’s conduct, saying:”He seized on the naivety of the girls. He manipulated these children for the single purpose of satisfying his lust,”. Also, with Goh reoffending while on bail by circulating obscene pictures of himself to another three victims — shows a “lack of remorse”. His offences also demonstrated a “significant degree of premeditation and planning, as asserted by DPP Ng.
For his repeated offences of sexual penetration of a minor and sexual assault by penetration, Goh is liable to face a maximum of 20 years in jail time along with caning.
